Fix for getting the message: "That player is not bannable". Little changes
Plugin now uses the global bans list, Also still logs all the bans made by this plugin.
- Cooldown between uses - Change vote time length (Default 60 seconds) - How many players have to be online? - Percentage needed for a ban
