I meant the output_log.txt or whetever you specify in the .bat file as "-logFile output_log.txt" or something. It should show if it tries to load the plugin or not.

It's running fine for me. That hanging usually indicates a wrong dll. Have you tried a clean install?

You need a plugin to handle kits/loadouts. Loadouts are just an easier way to add a bunch of items to a player's invenotry.
