how to fix this error:

when i use : /vote start
it say: a vote is in progress
and i stop it..but when i use /vote start
it didnt say :
a player want to change the time

no the orginal plugin without edit !!
and 100times players test this plugin when /vote start and /vote day after 2min nothing changed ;/
and error in server
i have Settings.ini and again have this problem
please update + fix this plugin and Get it better
This way:
when a player type /vote start send a message to all [Playername] has started a vote to change time
and when a player type /vote day people need to type /yes or /no
when a player type /yes send message to all [Playername] Voted for day !

Can you update the plugin with automatic vote start at an exact time, so everytime players or an admin online has no to start Vote for the time change?
Maybe something like at 7:00 pm Server ingame time it automatically ask players to vote or vote automatically started by the server and if then player do /vote day/night it changes according to probability as it is now.
