Building block plugin?

Could there be a building block plugin or an item you could add to the game which would act like a building block? like you could even have a repair bench used as a building block which would obviously be more to craft. But if that is possible that would be a amazing addition to rust buster.

What would be the point of this?
Why not add only allow the owner of the structure and/or friends to build?
Edit: Can not build onto or within 10m of a structure you do not owner or are a friend?
