Write pop up messages or broadcast

Im trying to make it so that admins on my server ( they can only kick / ban / etc ) can write pop up messages or broad cast.

for answering ppl that need help etc without having to show who they are

Have been looking abit around but cant find any commands or plugins that does this

Anyone got any suggestions?

Idk about any communication plugin or what you are talking about. Maybe I can do It on my todo.
