Some code fixes.
Added non blocking api
Fixed download link and pushed it to github
Database is not updated, i recommend you to pay or find an api for it, but mostly its probably still okay ish!
or process the maxmind db free yourself

• I forgot to update GeoIP after the website problem before. Here is the newest one with threaded callbacks that shouldn't cause issues.

• Completely updated GeoIP, added Sqlite DB to It which is on your own local server and uses it to find data. The sqlite DB is big, but it worths the speed.

• Added a new option FULLY THREADED that should make the process of IP datas faster for plugin api usages. Might work, needs testing. Enable this in the cfg.

• GeoIP Received an update where It is able to read the CityData.ini file without problems, duping It to the memory. This is faster than reading from the URL, especially that the URL is down atm. You may use the local file from now on, but be warned, the file is 200mb, and may use 200mb ram as an addition.
