Shut down the server completely.
Paste the "Speed.dll" plugin into the folder:
...\ Save \ RustBuster2016Server \ ClientPlugins
Navigate to the path:
...\ Save \ RustBuster2016Server \ Settings.ini
Add the following line in "Settings.ini":
CheckForMovement = false
Save and you can restart the server.

Use the CONSOLE commands:
speed.on <- enable high speed
speed.off <- disables high speed
This plugin makes the player run at high speed in the game.
