I can't see where you are having trouble, Have you completed all the steps in the link above? Do you get errors in console about the plugin? Did you add the plugin name to Fougerite.cfg?

use V1.8.6 for now, I've fucked the C# version and don't have access to my PC where my work is saved for awhile (V1.8.6 link: http://fougerite.com/resources/adminplus.27/history)

Not seeing anything that I can pin point what the problem is, Do you have access to the server logs? If so post the Rustbuster and output logs :)

Post your Client Rustbuster logs and Output logs, Also if you have access to the server you are joining (E.G you are the owner) Post the server Output log and Rustbuster log

I think it would be just easier to convert Oxide Plugins when requested. The code is pretty much the same, Converting Fougerite to Oxide is harder. I prefer INI as well, Much easier (Personal Opinion) @Komrad I think you can edit some of the Fougerite source and send to Dretax for approval via PM

Nice idea, I think adding HWID's (If using RustBuster) would be good as well incase an admin just changes his name. Date/Time first so its ordered by the date/time and not by username. E.G: [2017/06/18]13:26:52] (MIKE=67FGGF38723DG2) Gives M4 To (JACK=32323GYDGSDBQ)

Most likely just the server, Could be a plugin but I doubt a plugin would freeze a server for that long.

Sounds like a firewall problem to me, Is this the only server you can not connect to?
