Yes Rust++ is located at Root/Modules/RustPP. Have you edited the rustpp config? If you misspell or misplace a word/letter it can stop RustPP from running.

I joined the server and [Mod]TwentyTwo tp to me and killed me straight up. Apart from that it a pretty friendly server, I'd recommend it.

Have you submitted a ticket with your GSP asking to install Fougerite for you? Good GSP will do it for you.
