Not enough info. Please provide with Logs and Output logs both from client and server. that can come in handy. I will also suggest joining Discord as it is much easier to get help with a live conversation with Staff or experienced server owners/Players those can guide you with few suggestions...

True I Agree, there are multiple reasons why you can not join a server or the server do not start up even if done everything alright. it can be a bad installation, or the update made wrong. 1 small file can make the server share the process of fully running well. It could be a patching not done...

Server seems to be Offline. Is the server under Maintenance?

The server is using Old Rustbuster version, please update it. Rustbusterserver v 1.8.9 Also go in \Save\RustBuster2016Server-setting.ini and Allow new versions=True It kicks the player from the server with an updated version of client.
