ChatManager - Tag system, mute, antiflood, without repeating message

The plugin already comes with mute system, anti-flood, do not repeat the previous message, block messages, everything can be activated or deactivated in the configuration of the plugin.
But for all this to work and necessary to use the PermissionsManager from version 1.0.1.

New functions and optimization

Messages previously found in the config can now be found in the folder "lang-> messages.json"

The tags were changed to "config-> tags.json", also added suffix.

Functions like block color, change messages, time to send messages, block words, block repetitive sentences have been totally redone and optimized.
