F1 Doesn't Work!

This problem is for two weeks ago!some players say when they press "F1" nothing happens!
i say them try to reinstall game,c++ library 2013,net framework and etc!but problem not solved!!
the only thing can fix this problem is reinstall your Windows!
what i must do exactly?

SSQLib.dll is invalid or You have outdated rust.
Second:
Outdated files, can't auto update (possible firewall blocking it)

"Or outdated rust" Might be just an outdated client.
Another than that, Probably don't have it bind to F1 in the settings
