PROBLEM TO RUN MY SERVER IN CLOUD

Hi guys, today i have other problem, i buy a cloud (for rust game server)
more i have a problem, i execute the Run Server.bat, and no have action!!!!!
in my computer the server start, more in the VPS no! i try in run as administrator and nothing.
my friend say for me , is a DLL on system32 , more i dont know! anyone help me?! fast
