I don't quite understand what you're asking.
You want a plugin that can make sleepers disappear after 15 minutes and make PlayerLoot Bags disappear after 15 minutes?

Playerloot bags = I am not sure if you can change the time
Sleepers = Possible I think. Could use a timer? not sure haven't looked at that type of thing
Supply Signal + Research kit = Edit the drop tables so these can not spawn.

i need research kit spawn .... but someone need 2 research kit 1 and learnt it craft :-(
