Its in the Rust++ folder.
Find rust++.cfg and open it.
Down the very bottom is the start kit part.

Change items=7 to items=6.
Also leave a space between the last item and AdminLoadout.
Then try a restart

Thank you guys for the help. I got it working. I forgot starter was in there. Its been awhile since Ive run a RUST server again.
