Need Some Help With Plugins And Server Configs

I Have A Rust Buster Server With Fogurite Game Mode.
In My Server i dont want to have time.craft!!
also i cant type crafting.timescale "0"
everytime i restart my server.what i must to do to fix this problem?

and Second is when i time out in server and i click reconnect button.Server Says You Are Not Using Rust Buster!!
But I am Using Rust Buster!!!

And If EveryOne Have VIP With VIP Kit Plugin Please Send it To Me!I Really Need That

make cfg file and call it server
and add this

crafting.instant true
server.hostname "name"
rcon.password "code"

Or add it to your .Bat

Assuming you are using DonatorRank, it is probably because everyone has the same SteamID.
