I would like a plugin for Pluton/Experimental (Currently 1452) that would allow me to create a whitelist wherein only people whom I've selected/whitelisted can join the server.

A simple ini file whitelist?

That would work swimmingly! Something that looks like the users.cfg file? One that requires the steamid of the whitelisted users to connect, with a /whitelist add steamid in game for mods to use?
