my firewall on server and client is off so 2016 and 2017 ports are open
and i already open ports output and input

All I see is that the client fails to ping the server at the query port. So that must mean that your client is not running as admin or the query port is not open.

This eror you can fix reinstall clien in another directory or delete Rust_RustBuster2016RustBuster2016Helper after game directory.

ports are open i can join with rustadmin program as rcon
and client is 100% runing as administrator what is problem?

My server ip is interanet and Internal Only people from my country can join to server i send you ip in Conversation
(i can join to server if i dont use rustbuster on server ) but with rustbuster on server cant join with client

I happen this all the time I try to open the client, if I run it as administrator happens the same, any idea why this happens to me?

Did you disable UAC?
