Ensuring that the player won't be able to re-bind his keys during the test. (Untested)

I added 10 random locations, and while he is being tested, cannot do damage on others, and cannot receive damage from anything. The location is almost at the top of the rust map. Pretty far away.

Added LanguageSystem, using /alang you can select a language! Code fixes, and stuffs. Added Command Restriction Delete your Settings.ini before restarting your server
